Why have my tomatoes stop growing?

My tomatoes are planted in a rectangle flower pot and they started out blooming now there are about three small to medium size tomatoes on the vine, but for some reason they have completely stopped growing (still green). On one vine I see this black stuff that looks like tar and I also saw a caterpillar on it. What can I do to start them back growing really big and well?
The area of the USA that I am In is southern Georgia and there has been some rain but not much and it is very hot.

What area of the country do you live in (zone)? Is it wet or has it been hot. High temps will effectively shut down the plants from producing as fruit won't set when temps are consistently above 95 degrees.
