Why use high ISO for low light?
I thought the flash would compensate for any low light.
High ISO seems alwasy to be garbage, the pictures are always blurry.
You use high ISO when your in a situation when you can't use a flash or it would be ineffective. For example many museums will not let you use a flash as it can damage centuries old paintings. You also need a high ISO when shooting indoor sports because the range on the flash is not long enough to be effective. A built in flash is only effective to about 10 or 15 feet. Anything further away than that and it wont do any good.
The other reason to use a high ISO is when you need a faster shutter speed. In order to freeze action you need a shutter speed of at least 1/250th of a second. This often can't be achieved without a high ISO.
I will agree with you to some extent. When it comes to point and shoot cameras anything above ISO 400 is completely useless. This has to do with the tiny sensors used in p&s cameras. If you use a DSLR you can get pretty good results up to ISO 1600. The top DSLR's will go even higher with good results.
